Is this sentence correct?

"He that has no shame has no conscience." is right?
Or, "One that has no shame has no conscience." is right?

I don't have a problem with using "he" generically in sayings such as this. Opinions may vary. If you use "One" (especially) then it is in my view better to use "who", i.e. "One who has no shame has no conscience."

Actually, my question is not related with gender issues.
I just like to confirm whether a personal pronoun can be modified by a relative pronoun again.
For example, "I saw him that/who I had seen before in another party." is right?

It is grammatically allowed but tends to sound formal or literary. Your original "He that/who has no shame ..." works becau
