Can't I put a postrophe after somewhere, can I ?
What about "New York's newspaper"
or "Newspaper in New York"
What about "New York's newspaper"
or "Newspaper in New York"

No, apostrophe cannot be put after "somewhere". It can be put after place, name etc.
