Is this sentence correct?

The obvious errors are:
1. "the remained 100 pcs goods". Should be "the remainING 100 ITEMS" or something similar. REMAINING is an adverb. "The REMAINING 100" means the 100 that REMAIN, which is the verb. Those 100 items are DOING something - they are REMAINing, staying after the first batch has gone through (or something like that). REMAIN is a verb, a DOing word. Messy grammar rules apply here and I can't explain them specifically, sorry.
2. "When will you inspection them?" should be "when will you INSPECT them?". Inspection is the process of INSPECTing, it's a noun. INSPECT is the verb. "When will you <verb> them" is valid, "when will you <noun> them" is meaningless.
More subtle errors:

The sentence is unclear because "Per the factory, ..." doesn't explain what the "factory" has to do with the rest of the sentence. You could say "The factory policy states that ALL items must be inspected, but your QC did not inspect ..." or you could say "Your QC did not inspect ... in violation of factory rules" or my preference "The QC department has failed to inspect ... in violation of factory rules"

"Your QC department has failed to inspect the remaining 100 pcs of [description of the goods], as required by factory policy. When do you intend to inspect them?"
