The cargo delivery date is required by the 1st date, please do not deliver the goods on next date to avoid caused late penalty

Not quite. I would phrase it like this: The cargo delivery is required by (DATE, e.g. 25th December). Please do not deliver the goods any later than this date or you will incur a penalty charge.
