Is this sentence correct

It is only God and the man in the rain that know he is crying.

I'm not sure if it's actually incorrect, but the "he" is ambiguous, and "the man in the rain" sounds like we should alread know about this man who is crying in the rain. Maybe this would work? When a man cries in the rain, only *** can see the tears.

Maybe this would work? When a man cries in the rain, only *** can see the tears. Or It is only *** who can see the tears of a man who cries in the rain/that a main in the rain is crying.

I have a feeling this is intended to be a sort of proverb, needing brevity. Considering that, I would suggest the following: Only *** knows that the man in the rain is crying.
