Is this sentence correct?

Is the following sentence a fragment, or a correct and complete sentence?

"If only I could catch my school bus."

My sense is that it is a fragment and the use of "if only" denotes a compound sentence, such as "If only I could catch my school bus, I would not be late for class." I'm not certain, though.
