Is this sentence correct?

Freedom of speech is really important for mass media like local newspapers to work without obstacles and that they can reveal the government’s malpractice.
1."...important for mass media like local newspaper to..."? Is the use of "important for ... to" ok?
2. The phrase "without obtacles" sounds weird to me.
3. What does it mean by "and that"?
4. Is it correct to use the word "can" in this sentence? Does it mean the local newspapers are capable of / allowed to...?

I saw this sentence in a local forum. I find it very awkward so I asked the teachers in this forum. "Without fear of reprisal" is exactly the phrase I was looking for.
