Is this sentence correct?

As (the same as) every household have certain rules dictated by the head of the household, every state has a constitution that is molded by organs thereof.

The dictionary says "as = the same as"

I see nothing wrong with it, except I'm used to treating "household" as singular. I thought perhaps it could also be plural, refering to the members of the household, but I don't seem to find any evidence of it's acceptance in the plural. Perhaps you have some.

Here's a small cultural note.

In Western English-speaking cultures, husbands and wives usually consider themselves equals. Thus, the phrase the head of the household seems rather old-fashioned.

I think in the US, "head of household" is still a legal term. I'm thinking of "unmarried head of household," which gives you a few bucks back from the IRS at tax time.

The US IRS status of "Head of Household" is for an unmarried persion who has dependents. It can't be used for people who are married (and living together). The tax rate is less than for a single person.
