Is this sentence comprehensible?

It can be concluded that the benefits of building squares and parks are completely overshadowed by those of the reverse.

(I mean the benefits of building squares and parks are completely overshadowed by the advantages of not building such facilities.)

I have no idea what a building square is, let alone the reverse of one.

To park in reverse might make sense when you use the reverse gear on the car to park it.
