Is this sentence clear enough?

Procrastination is a proverbial unwanted habit.

Is the above one clear enough? Or do I need to write it as:

Procrastination is proverbial to everyone that it is an unwanted habit.

If there is any need to add a punctation to the sentence in order to make it more manifest, please do advice.

Thanks in advance.

The first sentence is Ok; the second is terrible. I see no reason for including 'proverbial' in the sentence, though. 'Unwanted' is usually phrased as 'undesirable'.
