Is this sentence awkward? How should I rewrite this sentence?

Working in the HR department, from time to time I send out memo that concerns everyone in the company. I therefore request that I be granted the permission to send email to "All Staff".

Well, you can certainly simplify it a bit: I sometimes send out memos from the HR Department that concern all our employees, so I would like to request permission to address emails to "All Staff".
