"Serve" must be either an infinitive or a present participle:
To serve the purpose etc.
Serving the purpose etc.

This change will make the sentence grammatically correct.

I'm sure others will improve your sentence cosmetically. (stylistically)

Edit. On first reading, I took "cut" as present tense (habitual behavior) and thought you had a tense error later on in the sentence. But "cut" is the same in the present and past, so your tenses are okay.

You have a compound predicate with all three verbs in the simple past tense:

Fishers cut, abandoned, and threw. (Check your spelling on "abandoned.")

Some would say "back into the ocean" but yours is okay, in the sense of "gave them back to the ocean."
