Is this sarcastic or unprofessional?

I saw this tweet: "there has been a slowdown in construction activitt, but still up year-on-year." i wanted to retweet it with a comment "glad to hear it's not all doom and gloom for the construction industry." My manager said that sounds sarcastic and unprofessional. The tweet is by a trade magazine. It's target audience is also our target audience, and they said "doom and gloom" in a recent article.
