Is this right sentence?

Hi.

The regulation has been removed today.

Is this right sentence? As I know, we do not use present perfect with finished time. But I have been heard from TV show what someone told like that. So I think she has used sentence inappropriately. But I not sure about that.

The regulation has been abolished today. The sentence is fine. The verb "abolish" is probably what you mean.
