Is this quotation puntuated correctly?

I found this quotation on the net, and I believe it's a run-on sentence. I think that a full stop would be appropriate.

"Out of frustration grows patience, from tears you find strength, and from your failures you find success."

What are your thoughts?

It is permitted to join a list of related independent clauses with commas: "The president gave the word, the Chiefs prepared a plan, and the Army made it happen." Your so-called quotation barely qualifies, I think.
