Is this question stupid

Is this a stupid question? Is the question grammatically correct? Would acknowledge be the word? How could you say this naturally?
Are hospital streets (streets located within the limits of a hospital) acknowledged as city streets. Or are the streets in a hospital named for hospital directional purposes to help get around?

How can I say "streets located with the limits/boundaries/confines of the hospital" and which word is correct?

Thank you
