Is this phrasing okay?

I give my consent that he travels outside the boarders of the Australia without assistance to any country and returns back to Australia. Adoptions of John, personal identity number XXXX-XXXX, abroad is not allowed.

meaning: a minor child can travel outside the Australia alone, without adults, and return back to it. And it is not allowed to adopt him while he is abroad. Does this ooks okay?
