It is not only the safety of employees that matter, but also the work atmosphere of the company.( here I wanted to point to my opponent's arguments, but I didn't know how to do so.) It is universally well acknoledged that workers who are on drugs are more likely to change jobs or skip work. This creates a disorder in plans, because other employees will have to do their jobs as an extra one. That ,of course go beyond the lack of discipline. A substance abuser is 2.5 times more likely to be absent eight or more days a year. There is the obvious financial burden, but there is also the loss to employee morale, which can often be devasting to the work environment.
