Anon, your original sentence was not a natural one. Don't use it.

Although not strictly logical, you might also hear "She's as tall as his chest." (Of course, it's not that his chest measures, say, 5 feet, but it is 5 feet above the ground.)

But "She [only] comes up to his chest" is a very natural way to say it.
