Is this letter appropriate please?

Mr. Mustafa,

Referring to our outgiong letter related to site electricity share for December 2014 & January 2015 if they signed it or not upon our company ‘s rules I would like to inform you that letter was signed by lectrical engineers but it needs to be signed by Mr. Adil. As soon as possible we will write it as a formal letter to the client Mr. Blend said.
