is this the correct way to say it?

1. I forgot what you just say?

2. I forgot what you just said?

Only #2 is correct, but you don't need a question mark.

How about the following two sentences:

1. I forget what you just said.

2. I forgot what you had just said.

Are they correct? What are the differences if they are correct?

Gramatically they both are correct.

But #1 sounds unnatural to me because "I forget" refers to a repeated action (i.e. you forget that all the time, it's usual for you) while "what you just said" is a single action finished in a certain moment in the past. To me, it doesn't make sense.

#2 okay, as I've said, but I don't think Past Perfect is really necessary in a sentence like

Another very common use of it would be "I forget what I was going to say." I agree that it's an odd usage of the present tense.
