NOTOCHA IF YOU ARE A HONEST AND RELIABLE PERSON THEN YOU CAN HAVE MY FRIENDSHIP. IS THAT HOW YOU write IT AND EXPRESS IT? It's understandable and might be used by a native speaker in some circumstances but I think it would be more colloquial to say: IF YOU ARE A n HONEST AND RELIABLE PERSON THEN I would like to be your friend.
