It's a comma splice - two indepdent clauses linked with a comma.

The members have not come up with a date yet, but Mr. Farmer will let us know when. (This also sound a little incomplete.)

The members have not come up with a date yet, but Mr. Farmer will let us know the date when it is determined. (or decided or settled on, etc.)
