Is this grammatically correct?

”This classification fails to take into account non-economic factors that impact on a country’s overall development, such as levels of literacy, healthcare, and income distribution.”

Remove "on" from the sentence. I don't follow the sentence, though, because it says that non-economic factors are being considered, but then income distribution is mentioned.

Yes, it is grammatically correct.

My preference would be to use simply impact rather than impact on. I think it is stronger.
