Is this grammatically correct?

Hello,

I found this sentence in an email:

"Why not allow grad students access to the library?"

Is this grammatically correct? Wouldn't it be more correct to say it as:

"Why shouldn't we allow grad students access to the library?"

Hi, IIt's a normal and common form of question, either with or without the 'not'. " This is also OK, but it suggests that eg a faculty member is asking the question. In the first example, we don't know who is asking.
