Is this grammar ok

Is this a correct sentence? Grammar checker seemed to think so but i am not sure if the ' at at is OK and i don't know how else to check

'This meant that I had to ensure I was able to fully support the students at whatever level they happened to be at at the time. '

I did my gcse English in 1980 and i have effectively no English grammar skills and don't really know how to correct this. I spoke with a local college about doing the GCSE again and they said no because i already have it. If any one has any ideas please let me know

i am not sure... incorrect
I am not sure... correct
