Below is what I worked out, and it would be much better for you natives to correct any grammatical mistake,if there is any, or bring me how you view this in terms of grammar, and choice of expressions.

Some banks have completely halted new mortgage loans and raised a bar for qualified individuals for credit. Besides, they have turned to lowering projected loan amounts to customers on headquarters level. All these movements are construed as the last resort in tune with regulations such as the ratio of loans-to-deposits and the liquidity ratio of Korean currency of won in the fund-strapped environments. The actions taken by banks bordering on spurning loans have provoked mounting grievances from the customers.
