Is this defining relative clause correct?

Is those sentence correct, I confused by myself. thank you!

1. Although the letter, was sincere written by Sukeyuki Itoh, persuaded Ding Ruchang to surrender. It accurately indicated that the late Qing Dynasty had been ingrained in institutions.
