Is this correct to send as a birthday wish?

Another year older and still as inane as ever! Happy birthday my girl and may God bless you.

You need to check the meaning of "inane", and be absolutely sure that this is what you want to say. Calling someone "inane" is normally an insult, so you would only send this to someone you know well, and who you are sure will understand it in the way you intend. Apart from that, I would add a comma after "girl".

Oh sorry. I meant *insane.
Is it ok to send this if the person is really close to us? I mean, could it be send in a funny way?

Yes, if you know the person well and you are sure they will take it in the funny way that it was intended.

Calling someone 'my girl' is a bit awkward and uncommon.
