It's difficult to make a better sentence when we don't know what you want to say. What happens on the last day of the month and what happens on the 7th day of the second month after this? 'Cutoff' and 'withdraw' are meaningless to me in the context of credit cards.

Is this what you mean?
The credit card will be cancelled on the last day of the month and no further charges will be accepted. You will have one full month plus seven days' grace period to pay the balance in full. It is due by the 7th of the second month after the account is closed.

Cancel = close, end.
If you cancel a credit card, you cannot use it again. But you have to pay the balance.
