I can't see any justification for using the present perfect when you're describing an act performed at a specific (specified) time in the past. It's probably incorrect. Simple past is the way to go.

I did it on Tuesday.

I have done it on Tuesday. (This might work for habitual behavior - I have also done it on Wednesday. - But, alas, there's only one March 11, 2009 ! )

I did it yesterday. Not I have done it yesterday.

Edit. Sorry, I didn't pick up on your "had" in the header. Past perfect would be possible with the right context.

Betty was complaining that the copier was still not working on Wednesday! When are you going to fix it?

(reply) But I had repaired it on Tuesday. It was working perfectly then! (Simple past will also work here, but past perfect gives you a greater feeling of being connected.)

By the same token, present perfect will also work with the right context.

Perhaps you're signing off on a report, or legal document: "I have reviewed this report on March 11, 2009, and find everything to be in order." The understanding is that your statement is being written and signed on March 11, 2009.

Context is everything !

What an interesting situation. I didn't even notice the actual date, just that it WAS a date.

I would still say "I reviewed on..." with a specific date, but I could see why it works today.
