Is this correct grammar

Hi

In the sentence below, I intend to use the word 'vibrating' for 'electrons' and not 'mass'. So, is the grammar okay here or do I need to word it differently?

'It is a mass of electrons vibrating at a certain rate.'

I'd say' It is a mass of electrons that are all vibrating at a certain rate.'
