Is this correct English?

I was doing a grammar test on the internet, when this question came up:

I did my homework when I _______ _ TV.

a) was watch
b) watched
c) was watching
d) watching
e) had watched

I actually thought the answer was c) I did my homework when I was watching TV. But the answer sheet says e) I did my homework when I had watched TV. In my opinion, this doesn't make any sense at all. I'm a bit confused, can anybody help me? Thank you.

Both are possible. With C, the watching and the homework happened at the same time (but 'while' is more often used in this case). With E, the watching was finished before the homework was begun.
