Is this correct crom the grammar standpoint?

Hi!

Is this understandable from the grammar standpoint?

Considering the aforementioned, the court recognizes that Germany does not have jurisdiction in the claim and did not have also on the date of bringing the claim; instead, the dispute concerning custody of and access rights with the minor, XXX XXX, must be settled in the court of Austria.

I suggest eg Considering the aforementioned, the court recognizes that Germany does not have jurisdiction in the claim and did not have jurisdiction on the date of bringing the claim; instead, the dispute concerning custody of and access rights to the minor, *** ***, must be settled in the court of Austria.
