Is this correct: "Create a TicTacToe game that you can hardly win" ?

I`m writing an article about creating a TicTacToe game and this would be the title: "Create a TicTacToe game that you can hardly win"

It should mean that you create a game that even yourself can`t win it easily.

Thanks!
