Is this correct?

I’ve just encountered a passage from the book I am reading, which I think is grammatically wrong. Isn’t the underlined part supposed to be like the following?

what the truth is and what the most compassionate thing to do is

Societies must act promptly and forcefully, even if they are not sure what is the truth and what is the most compassionate thing to do.
