'Of' is OK. I would switch prepositions, I think:

Something is representing an overload in the health services for upcoming generations.

Representing seems unnecessary to me.
I suggest simply Something is an overload . . .

I assume you are substituting "something" for the real subject you have in mind, because "something" seems much too vague a subject for such a specific predicate. I'd write

X (whatever you are really talking about) represents ...
