Is this correct?

Hi! everyone.Could you tell me if this sentence make sense or not?
"Richard Engel said that he was meant to be on one of the helicopters that crashed in Afghanistan"
I think "was meant to be" means that he actually was on the helicopter that crashed.
Does this sentence make any sense? If he was meant to be then according to me "he was destined to be on the helicopter and he is saying that after the crash has happened and he fortunately survived in crash"
