Is this correct?

Is it even correct to say:

When it rains, it sometimes floods.

Instead of:

Sometimes it floods when it rains.

In the U.S. there is a proverb that says: "when it rains, it pours" ,which in a nutshell means difficult things seem to happen all at the same time. "It" is a dummy noun. Your sentence is grammatically correct, but I am straining my brain trying to put that in a context where someone will actually say it that way.

I agree with you, it does sound better. But I'm not sure whether it's even grammatically correct. I think I have seen sentences like the first one before and that's why I'm asking.

Even though it may not sound as good as other ways of saying it, it is grammatically correct.

This emphasis makes "When it rains, it sometimes floods" seems to mean:

Each time/ Every time it rains, it sometimes floods.

Perhaps that's why it sounds bad.
