Is this correct?

When the phone rings and I pick it up, it is correct to say 'Who is talking?" but it is incorrect to say "Who talks?", right?

When you pick up the phone, say "Hello?"

As GG says, you start by saying "Hello".

After that you might ask "Who is speaking?" or "Who is calling?"

You don't ask "Who speaks?" or "Who calls?"
