No. The basic idea of the verb 'facilitate' is to make something easy.

eg Twitter faciltates problem solving . . .

I've no idea how I can put "within and outside their social network" in the sentence.

I don't really understand what you want to say.

eg How does Twitter help people in a way that is 'outide their social network'? I thought that if you did things in Twitter, you were inside a social network.

If you post a message on twitter it is for everybody in the world possible to see that message and to respond to that. But only if the search for it using keywords or setup a list which shows the information flow of all the messages with such keywords.

So I want to say that people depend through twitter not only on their social network but also on people outside their network.
