Both are OK.

Instead of 'was denied', I suggest you say 'was not accepted'.

The to is optional in AmEng, not very often used in BrEng.

Unless there are other actions involved that aren't mentioned here, I wouldn't use the past perfect tense; the simple past [sent] is fine.
