"Has launched today" is in the active voice, while "has been launched today" is in the passive voice. The focus of a sentence in active voice is on the subject of that sentence (Tom's clothing line). On the other hand, the passive voice directs attention to the action (verb phrase) of the sentence - that something has been acted upon, and in this cased: launched.
