0 You would think that you would say if the person has to continue waiting, but in fact, we use it (at least many times I've heard it used) when "properly" we should say "sorry to 01i00have kept 02i00you waiting." The person has already been waiting, and you rush in and apologize - sorry to keep you waiting. I'm sure many people do use the proper version as well, though.
