The phrase "going on eighteen" to me doesn't mean it is absent of any definite time frame; to me, it means that he is going to be eighteen years old on next Friday and thus, the sentence looks fine.

It to me is this:

I'm seventeen now but going to be eighteen next Friday

I'm 15 going on 16 means that I'm almost 16.

Sometime in the near future I will be 16.

Next Friday I will be 16.

You can't say I'm almost 16 next Friday.

'going on' is not the same as 'going to be'.

'going on' means nearly. I am going on 18. I am nearly 18. If my birthday is next Friday I will be 18. I will no longer be 'nearly' 18.
