Is this correct?

Situation 1

I'm having lunch with my friend. And my friend stops eating.

And I say: Are you finished? Is this correct?

Situation 2

I'm in a computer room. A boy sitting next to me is using the printer, and I need to use it.

And I say: Are you finished? Is this correct?

Situation 3

My friend is talking to him. Suddenly, I interrupt.

And he says: I am not finished? Is this correct?

They are all in passive form. Are they?

If so, why do we use passive voice?

Can I say "have you finished" or "you have finished", instead?

A grammarian should jump in here, because though both versions are legitmate utterances, the word finished has a different grammatical function. In the circumstances you present, there is no significant difference in meaning; the anwer to the questions would be the same for both ways of asking.
