Is this construction "high time to infinitive" grammatically correct?

It is high time to consider the problem on a global scale.

I just came across this sentence in a dictionary, but it seems like "high time" is not used with "to infinitive" like that, seeing the answers by native speakers, but I'm sure whether it's really grammatically wrong.
