Is this completely correct?

By shortly after the War of the Lance, Par-Salian was known to have appeared as a frail and elderly man in his seventies, who had long wispy white hair, a long white beard, and bright blue eyes.

That sounds OK, though the first three words don't seem quite right.

I think I might drop the word 'by' at the beginning and just say 'Shortly after the War ...'; or you could use 'Not long after the War ...'
