Is this an open sentence?

"Someone in this room is the murderer." Is this an open sentence? In my opinion it can be either true or false, not both at the same time because it specifies the location, but I am not sure. Help is appreciated!

Who invents this stuff and what purpose can it serve? I've never heard of declarative sentences being classified like this .
