Is this an example of the present perfect continuous, passive, subjunctive?

Recently, I recommended that the work have been being done by Adam.

Although it is stated that "he have been verb-ing" is present perfect continuous subjunctive, to me it sounds alien and I can't think of any circumstance when I would use it. Subjunctive or no, the tenses seem horribly contorted; also, you can't "recommend" that work has been done by someone in the past. All in all, I'd be amazed if anyone found this sentence acceptable English!
